RE: The tariff classification of automotive parts: Resonator, Mudguard of rubber with screws, Mudguard of plastic with screws, Assist Grip of metal, Assist Grip of plastic, Seat Cushion Protector, Passenger Air Bag Cover from the United States

Dear Ms. Cook:

In your letter dated November 22, 1999 you requested a tariff classification ruling.

You submitted photographs of the following automotive parts: Resonator, Mudguard with screws of plastic, Mudguard with screws of rubber, Assist Grip of metal, Assist Grip of plastic, Seat Cushion Protector, and Passenger Air Bag Cover. All of the parts are manufactured of plastic. You indicate that all of these components are manufactured at TG Missouri Corporation in the United States and are supplied to automobile manufacturers for installation in new automobiles and therefore may be exported from the United States.

This is a classification for exportation only on the following items:

1. Resonator - which regulates air intake and noise. 2. Mudguard of rubber with screws.
3. Mudguard of plastic with screws.
4. Assist Grip of metal.
5. Assist Grip of plastic.
6. Seat Cushion Protector - which fits around the lower portion of the seat. 7. Passenger Air Bag Cover - on the dashboard.

The applicable subheading for the Assist Grip of plastic will be 3926.30.1000, Harmonized Tariff Schedule of the United States (HTS), which provides for Other articles of plastics and articles of other materials of heading 3901 to 3914: Fittings for furniture, coachwork or the like: Handles and knobs.

The applicable subheading for the Mudguard of rubber with screws will be 4016.99.6050, Harmonized Tariff Schedule of the United States (HTS), which provides for Other articles of vulcanized rubber other than hard rubber: Other: Other: Other: Other: OtherOther.

The applicable subheading for the Assist Grip of metal will be 8302.30.3060, Harmonized Tariff Schedule of the United States (HTS), which provides for Base metal mountings, fittings and similar articles suitable for furniture, doors,coachwork; and parts thereof: Other mountings, fittings, and similar articles suitable for motor vehicles; and parts thereof: Of iron or steel, of aluminum or of zinc: Other.

The applicable subheading for the Mudguard of plastic with screws and Passenger Air Bag Cover will be 8708.29.5060, Harmonized Tariff Schedule of the United States (HTS), which provides for Parts and accessories of the motor vehicles of headings 8701 to 8705: Other parts and accessories of bodies (including cabs): Other: OtherOther.

The applicable subheading for the Resonator will be 8708.92.5000, Harmonized Tariff Schedule of the United States (HTS), which provides for Parts and accessories of the motor vehicles of headings 8701 to 8705: Other parts and accessories: Mufflers and exhaust pipes: For other vehicles.

The applicable subheading for the Seat Cushion Protector will be 9401.90.1080, Harmonized Tariff Schedule of the United States (HTS), which provides for Seats (other than those of heading 9402), whether or not convertible into beds, and parts thereof: Parts: Of seats of a kind used for motor vehiclesOther.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
