RE: The tariff classification of Torsion Bars from Canada and England.

Dear Mr. Cooper:

In your letter dated October 14,1999 you requested a tariff classification ruling on behalf of your client Ingersoll-Rand.

Model numbers 5020TDQ and 5040TDQ were submitted. Both are torque bars which are parts used in Torque Control Impactools. The Torque Control Impactool converts the torque of the air motor into powerful rotary impacts when a certain resistance to turning is met.

The applicable subheading for the Torsion Bars will be 8467.92.0090, Harmonized Tariff Schedule of the United States (HTS), which provides for tools for working in the hand, pneumatic, hydraulic or with self-contained nonelectric motor, and parts thereof: Parts: Other. The rate of duty will be Free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
