RE: The tariff classification of a “Sachet” from China.

Dear Mr. Tinelli:

In your letter dated October 26, 1999, on behalf of Design and Source Productions, New York, New York, you requested a tariff classification ruling. The sample is being returned as requested.

The sample submitted is a “Sachet”, style number DS-6291. It is an envelope shaped pouch made of two textile fabric panels. One panel is a woven textile fabric and the other is a sheer woven fabric. The panels are sewn together to form the pouch. The woven textile fabric panel folds over the open end to feature a flap top closure. It is held closed with strips similar to the VELCRO brand fastener. The pouch is decorated with a textile fabric ribbon bow. It measures approximately 4-1/2” long by 6-3/4” wide. After importation into the United States the pouch will be filled with potpourri.

The applicable subheading for the “Sachet” will be 6307.90.9989, Harmonized Tariff Schedule of the United States (HTS), which provides for other made up articles . . . Other. The rate of duty will be 7 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
