RE: The tariff classification of a floor sweeper and a cleaning cloth from China or Taiwan.

Dear Mr. Leitner:

In your letter dated September 15, 1999, on behalf of S.C. Chang Inc., you requested a tariff classification ruling.

The submitted sample is a floor sweeper and a cleaning cloth. The floor sweeper is a cleaning implement consisting of a plastic pole with a head where a cleaning cloth is attached by velcro for easy removal. The cleaning cloth is made of 80% polyester and 20% polyamid microfiber. The cleaning cloths will also be imported separately as replacement units.

The applicable subheading for the floor sweeper with the cleaning cloth will be 9603.90.8050, Harmonized Tariff Schedule of the United States (HTS), which provides for other brushes. The rate of duty will be 2.8% ad valorem.

The applicable subheading for the cleaning cloths, if imported and sold separately, will be 6307.10.2030, HTS, which provides for other made up articles, including dress patterns: floorcloths, dishcloths, dusters and similar cleaning cloths: other, other. The rate of duty will be 7.9% ad valorem.

The above subheading is not currently assigned a textile category number and is therefore not subject to quota or visa restraints.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
