RE: The tariff classification of handbags made of wooden beads, from Indonesia.

Dear Ms. Havrda:

In your letter dated July 12, 1999, you requested a tariff classification ruling. Samples and specification sheets representing six items were submitted for our review. The samples are being returned to you.

Style #9013 is a 3½” x 9” x 8½”(H) ladies’ handbag composed of a dense array of cubical wooden beads which have been strung on textile yarn. The individual beads measure about 5/16” in diameter. The bag is lined with nylon textile fabric and incorporates a zippered inside pocket. The bag also features a magnetic snap closure and a carrying strap made of wooden beads.

Styles 9014, 9015 and 9016 are bags having the same type of construction as #9013. They differ only in size, shape or number of straps.

Style #9017 is a 3½” x 14” x 10”(H) ladies’ dual-handle tote bag which features a recessed gusset zipper closure, but which otherwise exhibits the same type of construction as the models described above.

Style #9018 is a shoulder bag, essentially the same as #9017 except that it measures about 4” x 10” x 11½”(H) and has a single, longer strap.

The applicable subheading for the style # 9013, 9014, 9015, 9016, 9017 and 9018 wood-bead bags will be 4421.90.9840, Harmonized Tariff Schedule of the United States (HTS), which provides for other (non-enumerated) articles of wood. The rate of duty will be 3.3%.

The Generalized System of Preferences (GSP) expired at midnight, June 30, 1999. If Congress renews the program, articles classifiable under subheading 4421.90.9840, HTS, which are products of Indonesia, will be entitled to duty-free treatment under the GSP upon compliance with all applicable regulations.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
