RE: The tariff classification of garage door rollers from Canada

Dear Mr. Krueger:

In your letter dated May 13, 1999, on behalf of Canimex, Inc., you requested a tariff classification ruling.

The samples you supplied are rollers with steel shafts and nylon wheels. The rollers are designed to be used on garage doors. One sample has a shaft 7 ½ inches [19.5 cm.] in length and a wheel 2 ¾ inches [7 cm] in diameter. The second sample has a shaft 4 5/8 inches [11.7 cm.] in length and a wheel 1 ¾ inches [4.5 cm] in diameter. They do not contain ball bearings or antifriction elements.

The applicable subheading for the rollers will be 8302.41.6080, Harmonized Tariff Schedule of the United States (HTS), which provides for base metal mountings, fittings and similar articles suitable for furniture, doors, staircases, windows, blinds, coachwork, saddlery, trunks, chests, caskets or the like, other mountings, fittings and similar articles, suitable for buildings, other, of iron or steel, of aluminum or of zinc, other. The general rate of duty will be 3.9 percent.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
