RE: The tariff classification of handbag of twisted paper yarns from China.

Dear Ms. Antrim-Saizan:

In your letter dated January 21, 1999, you requested a classification ruling on behalf of your client, Tandem Bags of California, 3245 Casitas Avenue, Los Angeles.

The submitted sample, style #1739 A/B, is a handbag of paper yarns. The paper yarns are each constructed of 2 ply twisted strips. Each 2 ply yarn is twisted and then crocheted into the form of the bag body. This bag measures 12 inches deep and 14 inches wide. The lining of the bag is a plain cotton woven fabric with a small inset zippered pocket. It closes at the top with both a large wooden button and loop at one side and two 3 inch straps fastened at the other side. There is a band of decorative wooden beads encircling the outside of the bag. It is carried by two self fabric handles.

The applicable subheading for the handbag of twisted paper yarns will be 4202.22.8070, Harmonized Tariff Schedule of the United States Annotated (HTSUSA), which provides for handbags, whether or not with shoulder strap, including those without handle, with outer surface of textile materials, other, other, other, of paper yarn. The duty rate will be 18.8%.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations.

A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have been filed without a copy, this ruling should be brought to the attention of the Customs officer handling the transaction.
