RE: The tariff classification of a rayon wallet with a shoulder strap from China

Dear Ms. Covey:

This classification decision under the Harmonized Tariff Schedule of the United States (HTS) is being issued in accordance with the provisions of Section 177 of the Customs Regulations (19 CFR 177) in response to your request dated October 5, 1996.

A sample was received of Style #241809, a girls' woven 100% rayon wallet. The wallet is tri-fold with a snap closure. It features a detachable shoulder strap and measures 4 ½ inches in length, 4 ½ inches in width and is 1/4 inch thick in its closed position. The interior possesses four credit card slots, an identification card window and one lengthwise pocket for currency. The exterior surface has a zippered coin pocket measuring approximately 3 ½ inches by 3 ½ inches. The wallet will be produced in China.

The applicable subheading for the item will be 4202.32.9550, Harmonized Tariff Schedule (HTS), which provides for articles of a kind normally carried in the pocket or in the handbag, with outer surface of sheeting of plastic or of textile materials, with outer surface of textile materials, other, other, of man-
made fibers. The duty rate will be 19.5 percent ad valorem.

The wallet falls within textile category designation 670. As a product of China this item is subject to visa requirements and quota restraints based upon international textile trade agreements.
