RE: The tariff classification of trimmings from China.

Dear Mr. Schwartz:

In your letter dated June 2, 1998 you requested a classification ruling on behalf of Mississippi Plastics, Inc.

You have submitted 3 samples, none identified by style nor number. Two are colored white and the third is colored black. You state that the trimmings are made of 100 percent rayon and are to be imported on rolls of 100 yards in length. The two white samples, both measuring approximately 5 mm. in width, appear to be ornamental flat braids. The black trim is a tubular braid measuring approximately 7 mm. in width.

The applicable subheading for all three braids will be 5808.10.7000, HTS, which provides for braids in the piece; other; of cotton or man-made fibers. The duty rate will be 8 percent ad valorem.

The braids fall within textile category designation 229. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa.

The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes. To obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
