RE: The tariff classification of certain articles for the blind, from India, the United Kingdom and/or other countries.

Dear Mr. Lynch:

In your letter dated January 6, 1997, on behalf of your client, Perkins School for the Blind, Inc., Watertown, Massachusetts, you requested a tariff classification ruling. A catalog of products produced by the Howe Press of the Perkins School, was submitted, in illustration of the articles concerned.

Your client intends to authorize the manufacture of certain of these products by a company located in India, and may also start importing them from the United Kingdom or other production sources.

These are the Perkins Brailler, a specially designed machine (similar to a typewriter) which writes Braille; Brailler accessories, (such as extension keys, narrow-paper adapter, etc., but not including carrying cases or felt pads); brailling slates; and braille styli. (These products are illustrated on pages 4 through 10 of the Catalog of Products, supra.)

The applicable subheading for these products will be 9817.00.94, Harmonized Tariff Schedule of the United States (HTS), which provides for: Articles for the blind: Braille tablets, cubarithms, and special apparatus, machines, presses and types for their use or benefit exclusively. The rate of duty will be Free.

This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).
