RE: The Tariff Classification of ladies handbags from Indonesia.

Dear Mr. Elliott:

In your letter dated January 4, 1994, you requested a tariff classification ruling.

You have submitted three samples with your request, no style numbers. All three items are ladies handbags of rattan with leather trim, textile linings and leather shoulder straps for carrying:

Item A: 10 1/2" H x 9" W x 5 1/2" D
: Secured by leather strap with metal snap fastener

Item B: Barrel shaped 10" H x 7 1/2" in diameter : Secured by leather pull cord

Item C: 6" H x 7" W x 2 1/2" D
: Secured by a zipper top closure

The applicable subheading for the handbags will be 4602.10.2500, Harmonized Tariff Schedule of the United States (HTS), which provides for luggage, handbags and flatgoods, whether or not lined, of rattan or of palm leaf, other. The duty rate will be 18 per cent ad valorem.

Articles classifiable under subheading 4602.10.2500, HTS, are not entitled to duty free treatment under the Generalized System of Preferences (GSP).

This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).

A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have been filed without a copy, this ruling should be brought to the attention of the Customs officer handling the transaction.
