RE: The tariff classification of pallets and headers from India

Dear Mr. Giri:

In your letter dated February 4, 1993 you requested a tariff classification ruling.

The pallets or bottom rings and headers or top rings are manufactured from cast iron class 40, ductile iron or carbon steel material. They are used to form the concrete bell and spigot ends of pipe.

The applicable subheading for the pallets and headers will be 8480.60.0010, Harmonized Tariff Schedule of the United States (HTS), which provides for other molds for mineral materials. The duty rate will be 3.9 percent ad valorem.

Articles classifiable under subheading 8480.60.0010, HTS, which are products of India are entitled to duty free treatment under the Generalized System of Preferences (GSP) upon compliance with all applicable regulations.

The pallets and headers are not currently subject to antidumping or countervailing duties.

This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).

A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have been filed without a copy, this ruling should be brought to the attention of the Customs officer handling the transaction.
