Dear Mr. Reed:

This is in response to your letter of July 14, 1997, requesting a ruling regarding the country of origin and the applicability of the North American Free Trade Agreement ("NAFTA") to gelatin capsules filled in Canada with various fill materials.

We have received your fax of August 20, 1997, listing the ingredients to be used as fill material for the gelatin capsules. However, we are unable to respond to your ruling request without more detailed information. Please provide a description of each ingredient for each capsule, including inactive ingredients, the tariff classification and the country of origin of each ingredient. Further, if there is any processing other than blending, provide a detailed description of the processing. We do not fully understand what you mean by scenario C. Provide a detailed explanation of what you intend to do, list all the ingredients, and provide the country of origin and the tariff classification of all the ingredients. Please send this information within 30 days or this file will be closed out.

We have enclosed for your information a Headquarters Ruling Letter that discusses a similar factual pattern.
