RE: The tariff classification of a coated textile travel bag from Hong Kong.

Dear Ms. Burgard:

In your letter dated August 16, 1990, on behalf of T.V. Bootees DBA Gold, Inc., you requested a tariff classification ruling.

The submitted sample is a travel bag which is designed to be carried over the shoulder and/or fitted onto a baby's stroller by means of four hook and loop fasteners. The bag, which has a front pocket and a drawstring closure with cord lock, also has an adjustable nylon shoulder strap.

The bag's body is constructed of a non-cellular PVC coated textile material. The non-cellular PVC coating is not visible to the naked eye and it forms the outer surface of the material.

The applicable subheading for the coated textile travel bag will be 4202.99.00, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags... with outer surface of plastic sheeting... other, other. The rate of duty will be 20 percent ad valorem.

This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have been filed without a copy, this ruling should be brought to the attention of the Customs officer handling the transaction.
