RE: The tariff classification of a `Soft and Gentle' wadding cloth for personal hygeine from Israel.

Dear Mr. Wyckoff:

In your letter dated October 5, 1989, on behalf of R & S, Inc., you requested a tariff classification ruling.

The sample submitted, which is contained in its own dispensing box, consists of a wadding of 100 percent cotton which measures approximately 1/2 inch in thickness and 5 inchs in width. This wadding is multi-folded to fit into the dispensing box.

The applicable subheading for the product will be 5601.21.0010, Harmonized Tariff Schedule of the United States (HTS), which provides for wadding, in the piece, of cotton. The rate of duty will be 2.9 percent ad valorem. Effective January 1, 1990 this rate will be 3.2 percent ad valorem.

This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).

A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have been filed without a copy, this ruling should be brought to the attention of the Customs officer handling the transaction.
