RE: The country of origin marking of certain paper, imported from Canada.

Dear Mr. Sharick:

This is in response to your letter dated July 23, 1996, requesting a ruling as to the country of origin marking requirements for certain coated pastel paper which you will import from Canada.

The paper is produced to your specifications and coated with an acrylic coating in the United States, sent to Canada for further coating with other materials, and reimported.

The further coating in Canada does not accomplish a "tariff shift", within the meaning of Sec. 102.20, Customs Regulations; the country of origin for marking purposes (i.e., for purposes of Section 304, Tariff Act of 1930, as amended) of the imported paper is the United States. [Sec. 102.11(b)(1), C.R., noted.]

Samples and specifications which you have provided will be retained for reference, unless you require them to be returned.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 CFR Part 177).
