Dear Ms. Corsello:

We are returning your request for a classification ruling, and any related samples, exhibits, etc., because of nonconformity with the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). Additional information is required as indicated below:

While your cover letter and instant samples refer to a wall covering fabric, your specification sheets refer to an upholstery material also referred to as "leather cloth". Before we can issue a binding ruling on the merchandise that your client intends to import, we must have the following information:

1) An actual sample of the material that will be imported.

2) Provide the fiber composition of the textile substrate fabric.

3) I.D. the type of plastic to which the textile has been laminated to.

4) Provide weight of plastic vis a vis weight of textile material along with total weight of material.

5) Indicate how material will be imported, i.e., provide widths and lengths of rolls.

6) Specify end use of material, e.g., wallcovering, upholstery, or wearing apparel, etc.

When this information is available, you may wish to consider resubmission of your request. If you decide to resubmit your request, please include all of the material that we have returned to you.
