This classification decision under the Harmonized Tariff Schedule of the United States (HTS) is being issued in accordance with the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).

DESCRIPTION OF
MERCHANDISE : The article is identified as item #19239-9, a "Coffee Cup Head" Doll. The body of the item is constructed of canvas fabric and paper pulp which is painted to enhance and decorate the item. The item is stuffed except for the head which is a separate piece attached to the item at the top of the body.
