RE: The tariff classification of a belt, a purse, porcelain figurines, crystal items and wall plaques from Thailand, Hungary and Italy.

Dear Mrs. Lewis:

In your letter dated February 15, 1996, you requested a tariff classification ruling. Your submitted catalog and photographs will be returned to you as requested.

The subject items are described as follows:
a) Sterling silver belt and purse - The belt 36" in length and 1 1/2" in width, is comprised of silver strands of wheat chain and a braided wire center. There is a belt buckle and two detachable sterling silver charms. The sterling silver purse weighs 496 grams and is 4 1/2" in height, 6 1/4" in length and 2 /2" in width. The purse has a silver handle and is engraved with a twisting vine design. Hand engraved on the front are pictures of four different flowers. On the back are two pictures, one of a dragon and one of a peacock. From the purse, hangs a 7" loop chain. Both the belt and the purse are made in Thailand.
b) Geese figurines, rabbit & foo dog figurines, animal figurines, and bird figurines - all made of porcelain from Hungary.
c) Crystal - made in Hungary.
d) Wood inlay wall plaques - made in Italy.

The applicable subheading for the sterling silver belt and purse will be 7115.90.2000, Harmonized Tariff Schedule of the United States (HTS), which provides for other articles of precious metal or of metal clad with precious metal: of silver, including metal clad with silver. The duty rate will be 4.8% ad valorem. The applicable subheading for the all the figurines described above will be 6913.10.5000, Harmonized Tariff Schedule of the United States (HTS), which provides for ceramic figurines of porcelain or china. The duty rate will be free.

Your inquiry does not provide enough information for us to give a classification ruling on the crystal items and wood inlay wall plaques. Your request for a classification ruling should include descriptive literature, samples or photographs.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).

A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have been filed without a copy, this ruling should be brought to the attention of the Customs officer handling the transaction.
