RE: The tariff classification of twisted 3-strand, 600 foot long polypropylene filament rope, 7 inches in circumference, with crude 3-foot in diameter eye splices or loops at either end, from Korea or India.

Dear Mr. Stankiewicz:

In your letter dated May 25, 1995 you requested a tariff classification ruling on a product you refer to as "3-Strand Danline."

You have enclosed a sample of one end (approximately six feet long) of a twisted 3-strand, 600 foot long polypropylene filament rope, 7 inches in circumference, with crude 3-foot in diameter eye splices or loops at either end, from Korea or India. The end of the rope has been formed into a loop by plaiting the three strands into a braided splice. Each of the strands has been tucked through four repetitions of the braided pattern, extending a total distance of approximately one foot. The splice has not been tapered. The ends of the four strands have been wrapped with paper masking tape and heat-sealed; the splice ends abruptly with the three full-diameter strands protruding one to two inches out from the end of the splice. There is no canvas, twine or other kind of cover to protect the splice.

The applicable subheading for the rope will be 5607.49.2500, HTS, which provides for twine, cordage, ropes and cables, whether or not plaited or braided and whether or not impregnated, coated, covered or sheathed with rubber or plastics; of polyethylene or polypropylene; other, not braided or plaited; other. The duty rate will be 14 percent ad valorem plus 25.8 cents per kilogram.

This rope falls within textile category designation 201. Based upon international textile trade agreements products of Korea and India are subject to quota and the requirement of a visa.

Since textile categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes, to obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office.

This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).

A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have been filed without a copy, this ruling should be brought to the attention of the Customs officer handling the transaction.
