RE: The tariff classification of a teaching model to make dentures from France

Dear Dr. Scurria:

In your letter dated August 5, 1994, you requested a tariff classification ruling.

Your literature describes the teaching model for making dentures. The teaching model is used to teach second year dental students the techniques required for fabricating complete dentures for patients requiring these prostheses. The teaching model is made of silicone elastomer with metal fastening hardware. The teaching model is not suitable for any other purpose.

The applicable subheading for the teaching model will be 9023.00.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for instruments, apparatus and models, designed for demonstrational purposes, in education or exhibitions, unsuitable for other uses, and parts and accessories thereof. The rate of duty will be free.

This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).

A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have been filed without a copy, this ruling should be brought to the attention of the Customs officer handling the transaction.
