In ISO/IEC Directives Part 2 Annex G, verbal forms for the expression of provisions are defined.Here described following comment;Do not use “must” as an alternative for “shall”. (This will avoid any confusion between the requirements of a document and external statutory obligations.)Other wordings than "MUST", there can be found several inconsistensies between RFC and ISO/IEC.It seems to cause confusion among the users unless the scope of RFC is clearly defined. If we hope this document to be consistent with the international standard in description,I would recommend that we SHOULD review these wordings.
