There appears to be a conflict in the RFC between the ABNF for an "encoded-word" described in Section 2 which specifically prevents the use of "especial" characters such as ":" inside of a charset definition and Section 3 which indicates a charset can be any IANA defined charset.  Specifically, the charset "ISO-8859-1:1987" is in conflict in the specification
