What compiler construction tool shall I use under DOS/Windows environment?

That depends on the language for which you want to create a parser.
The most common program for C/C++ is Yacc. I prefer Coco/R (ftp://ftp.ssw.uni-linz.ac.at/pub/Coco), because it produces code, which is simple to read and it don't needs an additional scanner (like lex for yacc). Coco can produce code for several target languages.

An also well known parser generator for c++ and java is ANTLR at  http://www.antlr.org/
