what are the software configuration management tools?

Such a big question! Actually nowadays has so many SCM tools: Visual SourseSafe, CVS, Firefly, Perforce, ClearCase, CCC/Harvest, Synergy/CM, StarTeam, TrueChange, TeamMgr, SCCS, RCS, PVCS...
So what did you mean in such a question?

This is a question. Does anyone know of someone who is currently involved in Harvest Administration? I have a position and looking for Harvest Administrator.

I think the most architecturally advanced SCM tool on the market today is most likely AccuRev. All other vendor SCM tools are file-based, branch and label tools, not based on Streams. Working in a stream-based model makes working on mulitple releases simultaneously much easier (parallel development), resource allocation faster, moving code from creation to production much more intuitive, and overall visibility into the development environment more, well, visible.
