On what does depend rpm of brushed DC motor?How to increase it at about 15000-18000rpm?

it depends on back emf directly and it is inversely proportional to flux generated
  to increase it lower the flux as much as possible[but not 0] by lowering the current through the shunt coil[i.e. increasing the field resistance]

the less turns in the windings. the more current that flows which creates a bigger magnetic field (flux. therefore reactes against the magnet more pushing it faster and faster
