Missouri, Delaware, Maryland, and Kentucky.  They were slave states, but Lincoln had to make sure to keep some of them, because otherwise D.C. would be surrounded by the Confederacy.

Missouri, Delaware, Maryland, and Kentucky. They were slave states but were not free states so they became border states to come to a compromise.
