Some will breed from the first day while others will wait for three weeks. The time period they will allow breeding ranges from 1-17 days too. Breeding is a very complicated process and so pregnancy and whelping. You have to know the timing, signs, instructions, etc. For the sake of your dog don't just jump into breeding! The most important thing to know is about whelping. You need to be with her to recognize any problems. Dogs can and have died in labor so please be prepared! Hello my husband and I have both a female and male german shephard and when our female is in heat she usually will allow our male to proceed after the bleeding has stopped. We have bred them twice and this seems to have been the case in both events.

just remember that you shouldn't breed your dog until he/she is 2 yrs 0f age.
