My sister-in-law's 1996 Chrysler Cirrus intermittently blows the 20 Amp fuse which feeds both the Fuel Pump Solenoid and the Starter Solenoid; the car will not start until I replace the fuse.  Since the problem is intermittent, how do I determine what is causing the fuse to blow.

Don't know the answer, but my Chrysler Cirrus did the exact same thing today.Would not turn over at all. Went out checked the fuse you mentioned. It was blown. Replaced it. Started right up. Would not start again the second time. Checked fuse. Blown. Only thing I'm speculating on right now is certain relay or order of doing things may take more juice than others. Had radio on, lights , and air when initially turned it off the first time. This is from a girl's point of view. Pure speculation. I know nothing about cars. Can't wait to find out the answer to this problem.
