I bought a used car from my parents a couple of months ago.  I originally submitted paperwork to the DMV to try to get an exemption from paying the license and registration fees.  The amount wasn't very much and I just wanted to get the whole thing over with so I filled out a regular form and paid the registration fee, signed over the pink slip and all the other documents.  As of today 7/15 I have not received my registration.  I called my local DMV office and they said a STOP had been placed on processing the records.  I don't understand why a stop would be put on when the transaction was finished at the local DMV office to the satisfaction of the clerk helping me.  What are the reasons this happens?  I was given a number to call in Sacramento (916) 657-8035.  I've tried dialing numerous times this morning, however the line is always busy.  Thanks for your help!
