Is withholding mail from a person a federal offense?

Is withholding mail from a person a federal offense?

I thought I wanted to have the question answered and not to answer the question.  I think if person A intentionally withholds person B's mail, this is a federal offense.

i think it should be a federal offense for anyone to withhold anyone's mail
