can monsters tap to use their effects the turn that they come out?  For example the turn i play ilanwar elves can i tap it to play wild growth?

No, this is called summoning sickness. Creatures can not use abilities that have the tap symbol in them, or attack, until they have been under your control continuously since the beginning of your most current turn.
