Pay a local locksmith to help you deal with it. Seriously.

First problem:  we have no way to tell via the Internet that this safe actually belongs to you rather than someone else, so it would be *EXTREMELY* inappropriate for us to help you.

Second: You gave us almost no information about the safe, so we have no clue from the serial number what sort of lock we might be dealing with.

Third: Safe locks can be, and if the owner is at all clueful often are, set to a different combination than the one they were shipped with. If that's been done, then even with full information about the safe we don't know what the combo might be.

So: You've bought yourself a boat anchor. If you want it to be a safe, pay a pro to assist you with it. How much it'll cost depends on exactly what make and model it is, whether it's been abused/damaged, and so on.
