When statutory law exists and is ignored by officers, and one is detained, cited, arrested and their vehicle impounded and no crime has been commited by the individual, yet the court moves on with prosecution; what recourse is available?

Get a good lawyer and pray. If you cannot get a lawyer settle in for a long ride for they will work only to persecute you. Nobody is concerned with truth anymore only with numbers and conviction rates. Locking people up is big buissiness. What's right is not of any concern.
