Can an officer stop me for a seatbelt violation if there is no other reason to stop me?

Yes, you can be stopped for not wearing a seatbelt alone. The officer does not need another reason to stop you. 27315(D)(1)CVC allows them to do that in the State of California.

I was wearing my seat belt under my arm is that wrong.
