i have tried everything to keep my tiny chihuahua from pooping on my rug. I would say she is 75% paper trained but she still sometimes poops on the rug. I even tried ground pepper. is there something else that i can sprinkle on the rug?

Try putting a surface she doesn't like on the rug (J&B pet supplies sells some great training aids). Also, make sure the scent is completely removed from the rug. If it has even the tiniest odor left, she'll keep going back to the same spot.
