It depends on what group of dogs you are looking for, small, medium, large, toy, working group, non working group. Only YOU can determine the answer. Asking people and relying on their answers is not going to get you what you want because they are not you, they have their own opinions which may be completely opposite of yours. Go and research this on your own. If you want to get a dog then it is YOUR responsibility to go out there and find the BEST fitting dog for you. I could say that the best inside dog is an English Mastiff which weighs around 200 pounds. But I am sure you think otherwise.

I have to agree with mishon.  You have allot to consider.  You can talk to a breeder or call the ASPCA.  Do you have time to brush fur every day?  This is a Shih Tzu site.  They are hard to up keep.  If mine wasn't given to me, because she was abandoned, I wouldn't have chosen one.  I actually prefer big dogs I can give big hugs to (and will actually scare someone when they knock on the door, not laugh!) And not little dogs that look like they have been chasing parked cars and yap.  But what the hey.  I felt so sorry for little girl I feel in love with her.
Do you have kids or are you a kid?  Usually not good with small dogs.
Do you live in an apt or have a yard?  Are you active and want a dog to walk and run with you?  If not don't look at the sporting group!!!
Do some research before picking out a dog.  You both will be happier for it.

I found petfinder.com and findmypuppy.com
very helpful to look up different breeds
I came across the coton de tulear  havaneese and schipperke which I had not heard of before all pretty dogs
consider if you will have your pet mostly inside would it be better if it did not shed? such as a sillky terrier or shih tzu?
think too of size the bigger the dog the longer walks and more exercise are required think about barking also my mom has a caliver king charles and it barks all the time yet she loves her to death and since she lives in a house its no probelm

A really great inside dog is a bichon frise. We have one, and they do not shed at all. They are nice and cuddly but they do like to play.
Good luck!
