not for 12 months after the tattoo is done

It really depends on where you're at. I live in Orlando and when I asked, they told me that I only needed to wait 6 weeks (long enough for the surface to really heal). I would ask the blood bank where you plan to donate what their policies are.

Usually you have to wait a year after getting your tattoo to donate blood. Even if you go to a reputable, sterile shop to get your tattoo, the people taking your blood want to know that there is no possibility whatsoever that you could possibly have caught anything from the needle.
