Software Testing can begin at any stage of the Software development life cycle.

It can go in parallel with development activity.Getting Involved into testing at the earlier stage of development will reduce the risk of getting critical problems at the end and thereby cost benifiting, since cost of fixing a defect is more at the later stages as compare to earlier stages.

Testing should be carried out at all stages, though the purpose and subject of Testing may be different.

In other words, the Testing should be the fabric of entire Software Development Life Cycle and not just part of a single Fabric.

We need to start testing once Development activities are done.
1)I mean we need to be ready with the Test Cases and the Dev Team should be ready with the application.
2) We need to raise defect and they need to fix the defects and simultaneously they need to develop the remaining part.

Normally programs are written as a series of individual modules, these subject to separate and detailed test. The system is then tested as a whole. The separate modules are brought together and tested as a complete system

It is better to start testing from initial stage itself . Also Testing - Quality team included in the design phase , we can reduce the initial bugs and also gets the project idea , thats helps a lot in the time of conventional testing.
