Can my wife work with the H4 visa while I am on the J1 waiver? Is the time I spend visiting my family in Canada "discounted" from the 3 year waiver time?

I have a H4 while my husband is H1 (received a waiver for the 2 year home requirement as a physician, so he was a J1 and got a J1 waiver)
I can not work, unless you have an employer who applies for an H1 for your wife
