I have a Vanagon 1984 watercooled engine and the water and transmission oil keeps mixing together.  The oil and water has not reached the engine but it is causing havoc.

You need new cylinder heads.  A common problem on Vanagons.  Buy the ones from APC made in Spain, they last longer.  Only use phosphate free coolant.  Good Luck

The water cooling section of your radiator that cools the transmission oil has developed a leak and because the transmission oil passes through the radiator to cool it, since the oil cooler for the transmission is leaking the radiator fluid and the transmission oil can mix.  replace your radiator.
