My '99 Chrysler LHS:  when the heater is on it works fine as long as the car is moving.  when the car stops (at a signal, etc.), the heater starts blowing cold air.  what is the cause of this?

The reason a heater often puts out cold air is that the radiator fluid is low.  When running, enough fluid flows to bring warmth.  When idling, the motor speed is reduced and not enough fluid is being pumped through the heater core.  Add some more fluid and see if you get your heat back.  It's a simple test.  If you get your heat back, look for cooling fluid leaks, or have your heater core "sniffed" with a special device to check for fluid leaks.
