A CHP officer responded to an accident in El Darado County....

A CHP officer responded to an accident in El Darado County. My friend Bill was in shock as he went over a cliff. The CHP officer thought Bill was drunk. Bill does NOT drink. CHP used breathe test and got no reading. Insisted Bill take standing on one leg test . He was still in shock and failed prolonged test. Taken to jail. No money for att. age 59 and sober. Question is:
Since he felt totally bullied is there any way to look up chp officers record of past behavior with persons he has ticketed unfairly?

Your friend was asked to do these tests because the officer was doing a thourough investigation.  Not all "DUI" drivers are under the influence of alcohol.  An incredible amount of drivers are under the influence of other intoxicants such as prescription medications or illicit drugs.  The officer could have felt the driver was under the influence of a drug.  In this case the officer needs to ensure that alcohol is not the reason for impairment, and thus must give a breath test.  The officer probably did the right thing!
