What should I do when I use LOCKE at SOUTH FIGARO in order to slow down the Emperor's troops?

Somewhere in a shop or something you see a merchant. If you talk to him, he should attack you. When you are fighting him, you have to use Steal in order to rob him of his clothes. When you have his clothes, you can walk trough Figaro freely, but where you have to go after this, I canīt remember.
