use "SAMBA". install samba on unix. You can share unix file system on windows.

1. A secure ftp client (putty, for example, has a client for Windows).
2. samba on the UNIX, mounting on the windows.
3. For downloading: use an HTTP server on the UNIX.

If you're using a vaguely modern unix, you'll be using SSH rather than telnet to access it. Most SSH servers support a file transfer protocol called SCP ('Secure Copy').

If you are using SSH, you probably don't need to install anything else on the unix server; just install an SCP client (for example, puTTY's PSFTP[1], or WinSCP[2]), and use the same username and password as you'd use to open a terminal.
