I recently got a ticket for tinted windows. On the ticket the CHP wrote "Clear through CHP only".  Can he direct which law enforcement agency clears a ticket?  I can't find anything that gives him that authority.

sometimes the other agencies such as the police department or the sheriff's can sign off a ticket simply with their badge number and name on the back of the ticket. this information is easily obtained through a third party and therefore makes the act no longer a credible source. The CHP is the designated department assigned to handling "fix-it" tickets so he's not necessarily directing it to a specific agency, he's just making sure that you don't have an inside "hook-up" to sign it off for you.
