Why doesn't my Chi have hair on her neck?

If you mean the front of her neck and her belly look bald, that's because she's a short hair chihuahua and probably only has a top coat, it's normal.  If you mean the back of her neck, or she's a long-hair with a bald patch, Take Her To The Vet NOW!  That is Not Normal!

Dogs have two coats, a softer undercoat that holds air like insulation, and an outer coat where the hair is longer and courser.  

My Gremlin has only the outer coat, she looks almost bald, and her neck belly and inner thighs are almost hairless.  She looks a lot like Golem in the Lord of the Ring movies, except cuter.

My Nixie has both, she's got a furry belly and a ruff on the sides of her neck and on her bottom.  Her fur looks like a cross between a Doberman and a German Shepherd, sleek but thick.

The only real difference is that a single-coated chihuahua is more susceptible to the cold, she's got less insulation.
