I am a Ji visa holder, in what kind of circumstance, I can be exempted by the 2 years residency rules in this area?

If you want to get the J1 visa waiver you need to ask for a No Objection letter from your country. Your home country's embassy needs send the letter to the Dept. of state. Type J1 visa waiver on Google and then go the the link on J1 waivers, you will find all the info you need.
