How long does it take to receive OPT visa once I submitted application to INS? I already graduated school, and I have been waiting for 3 months. I have not received OPT yet.

I just received my OPT, but I applied for it only a month ago. OPT is processed by the order of receipts, so you should probabaly contact them because I've already got mine before you. There may be some documents missing.

Good Morning.  I am International Student at RIT and I have a question regarding
the OPT.
On January 2003 I came for first time to USA to a Community College at Ithaca.
I stay there for only one Semester (Jan / May) which was Spring Semester 2003.
On Summer 2003 (Jun - Set) I went to my country Peru. On September I transfer
to Rochester Institute of Technology in Rochester NY. I came on Set for Fall
Quarter 2003 (Set-Nov). Right now I am in the Winter Quarter (Nov -Feb 2004) In
all the semester and/or Quarters I was Full Time Student.
I am planning to go to Croatia for a study abroad during Spring Quarter (March-
may 2004) then come back and do a COOP during summer 2004 (COOPs in my
university is mandatory in order to graduate and must be paid. They told me I
need to do it but I do not need to use my OPT) after the COOP I need to come to
Rochester for my last quarter which is going to be Fall 2004 and during that
Quarter apply for the OPT.  I want to know if it is going to be possible to apply for
the OPT with out a problem.
I hope you understand my position. I am really worried about going to Croatia and
after that not having the opportunity to work in the USA for one year.

You shouldn't have a problem.
If you are going to finish your classes/exams in Nov/Dec you should send your OPT application by Sept/Oct. With a start date in Jan/Feb.
You won't need OPT for the COOP, just CPT, that is curricular practical training. Once you know where you are going to do your COOP get a letter from the employer and take it along with your I-20 to the office of international students at RIT where they will put a note on your I-20.
The trip to Croatia will not affect your status, OPT, or posibilities to work here.
I recomend going to univision .com Check out the "Inmigrantes Profesionales" forum. There you can ask questions and inform yourself about several inmigration procedures that may relate to your case and status.
