How you know you can define a new counter  
depending on an other counter like
\newcounter{mycounter}[section]
Now I'd like to make a existing counter like
equation or footnote dependent on the counter
section. Using
\newcounter{equation}[section]
is not possible, cause equation is already defined.
Is my intention possible anyway, and how?

You can use \@addtoreset:
\@addtoreset{equation}{section} - this adds the counter 'section' to those counters resetting the value of 'equation'.

As the '@' cannot be used in ordinary (La)TeX documents you will have to write your own little style containing the above line and include this through \usepackage{mystyle} in your main document.
